Fight Tonight Needs Public-Data I&W Now

SACEUR's Theory of Victory puts deterrence first. The aim is to convince an adversary that an attack will fail, and, should deterrence fail, to stop any attack quickly. Both actions depend on early detection across all domains. At NATO Edge 2026 (İzmir, 17 to 19 November, stand B32) Dataminr will demonstrate how real-time AI and public-data Indicators & Warnings (I&W) gives Allied commanders a critical advantage to deter today and defend if necessary.

Start with the data

Public data is the largest, fastest-moving intelligence source available, and it provides endless information. PAI can provide the all-domain I&W for early detection demanded by the Theory of Victory, but the amount of data and information can be overwhelming.

Dataminr draws on signals from over 1.3M public sources, including social media, local media, cameras, blogs, audio transmissions, and sensor feeds, in more than 150 languages. The platform detects mission-relevant signals in seconds rather than hours.

After initial detection, Dataminr’s Multi-Modal Fusion AI fuses text, imagery, video, and audio into a single event description, then classifies, locates, and prioritises it against user and mission requirements. The operator receives a hit against an Information Requirement (IR), not a haystack.

Dataminr’s advanced capabilities turns that IR into a continually updating brief —- ReGenAI Tailored Live Briefs —- and event timeline. The platform then deploys Intel Agents against both Dataminr’s unique 10 year+ archive and the surface web to corroborate and contextualise the event, returning the ‘so what’ of each IR. The data archive enables further agentic capability to produce tactical predictive intelligence, suggesting likely next developments by comparing similar historical events.

All of this is done at machine speed and is consumed inside Allied classified C2 systems, enabling common vision and supporting decision advantage.

Cut through the [hybrid] scale and complexity

Defeating a campaign below the threshold of war is a total defence, all-of-government task, and every responsible organisation needs the same facts at the same time. Open societies have an advantage here: the free flow of public information is a sensor network that an adversary cannot easily switch off. First Alert turns public data into a shared picture across each nation’s government and between Allies. An adversary who cannot count on ambiguity, delay, or surprise is already partway to being deterred.

The challenge is that billions of public data signals are created every day, in every language and across every domain. On average, Dataminr processes 43TB of data daily. No team can even begin to process this, and no single agency will own the response. Amid this public data maelstrom, Allied Nations must contend with repeated, daily sub-threshold hostile acts. That is a problem of scale and complexity, and First Alert is built to reduce it. Dataminr’s AI is designed for real-time event detection across vast geographies and themes.

Tip, cue, decide

Public data will never deliver all-domain I&W on its own. However, during the deterrence phase, Dataminr’s wide-area collection capability enables tipping and cueing of exquisite assets for the entirety of NATO’s approximately 3,800km frontage. Autonomous real-time intelligence offers an affordable and scalable ‘stare’ deep across borders with zero risk to Allied ISR assets.

First Alert Advanced then carries the tip through to a decision:

  • ReGenAI Tailored Live Briefs continuously describe the event and its impact on the user’s organisation.
  • Agentic Corroboration checks sources before an alert reaches the operator.
  • Agentic Context adds relevant history, location, ORBAT, and population detail.
  • Tactical Predictive Intelligence sets out how the event may develop over the coming hours.

First Alert Advanced enhances understanding by giving decision-makers information at the speed of relevance. Commanders gain a broader, corroborated picture, synthesised with relevant context and an indication of what may happen next. This enables more effective, faster decision making.

Bringing it together

First Alert Advanced brings all capabilities of autonomous, real-time intelligence together inside Allied C2 systems at the speed of relevance. This goes far beyond fusing information into a ‘single pane of glass.’ The platform presents and continuously updates hyper-relevant intelligence drawn from public data sources in the common operating pictures (COPs) and Decision Advantage Environments (DAEs) where the decisions are taken.

Come and see it

Come visit the Dataminr Booth at B32 during NATO Edge 2026 to see First Alert Advanced working in an allied command and control environments and to learn more about:

Agentic CCIR
Dataminr filters its public data against the user’s requirements, creating a highly relevant intelligence source for defense leaders. The unique event detection AI has been containerised and runs inside C2 systems against classified IRs and Commander’s Critical Information Requirements (CCIRs).

Autonomous Real-Time Intelligence
The intelligence is powerful, exploiting external Dataminr agentic capability both inside our 10 year+ data archive and the surface web to synthesise highly relevant and cited contextual, corroborative and predictive information autonomously cross (classification) domain at machine speed to analysts and decision makers.
